The statement said: "The Red Crescent of Turkmenistan (NRCST) and the public organization Yenme have undergone five days of specialized online training to provide three new social services, which will begin piloting in early August 2021 in Ashgabat with the support of small UNDP grants under the Joint UN-Turkmen Program for the Implementation of a New Model of Social Services at Community Level.
New social services will be offered to adults with chronic illnesses, adults with disabilities and lonely elderly people in order to support their independent living in the community and prevent them from being placed in specialized residential institutions.
The online training was attended by the coordinators of new social services from the National Red Crescent Society of Turkmenistan (NRCST). The training was organized by UNDP in Turkmenistan in partnership with the Bulgarian Institute for Social Activities and Practices, whose specialists in the last nine months conducted online training of staff for social services in Turkmenistan under the joint program.
The training focuses on case management in social work, quality standards, human resource management and methodology for planning and providing social services.
"We explored an integrated approach to the planning, delivery and monitoring of social services, based on international practice and experience," said Gulyahan Tanalova, coordinator of a new social service for people with disabilities, which will be piloted by Yenme.
This training was preceded by training for Red Crescent and Yenme social services staff to prepare them for piloting new social services. During this training, about 15 employees of social service providers strengthened their capacity to provide social services to target groups and increased their skills and knowledge in social work based on the individual needs of service recipients and human rights. The training was one of the prerequisites for receiving grants from UNDP.
In addition to financial support, UNDP funds are aimed at verifying the mechanism for providing social services in Turkmenistan. This procedure involves the selection of non-state providers of social services by state institutions on a competitive basis to provide social services to vulnerable groups of the population with state funding. Both of the above organizations successfully passed the competition process for pilot new social services at the local level and completed the preparatory process for launching the above services.
The program "Improving the social protection system through the introduction of inclusive quality social services at the local level", funded by the Joint Fund for Sustainable Development, is implemented by the Government of Turkmenistan and several UN agencies, namely UNICEF, UNDP, UNFPA and UNODC, in order to introduce a new model of social services at the local level.
