Opinion on the difficulties in the process of deinstitutionalization of care for children at risk

Social Activities and Practice Institute, as an organization with experience and contribution to the process of deinstitutionalization of care for children at risk in Bulgaria, as an organization with expertise in theory, training and research on social work, fully supports this process in the country and opposes any attempts to revise and return. Taking into account the complexity of the process of deinstitutionalization we have in mind that it won’t go smoothly and easily. In view of this, the process is large and is performed at the national level, we find unavoidable emerging challenges.

Clearly aware of the limitations of this process and the risks of which we have repeatedly warned - a repeat of the old system in miniature, replacing a residential care with other reproduction medical model of specialization of structures and so on. Therefore, we share their concerns and offer possible solutions, the application of which are ready to contribute.

We don’t perceive the approach of seeking at all costs to blame for the difficulties in certain situations and one-sided hearing problems. Difficulties and challenges require intelligent and professional approach when analyzing and finding solutions.

We think the main reasons that underlie the current difficulties are the lack of professionalism at all levels and sectors and the lack of inter-institutional and cross-sector partnership based on common understanding of best interest of the child.
