On October 13th,14th, and 15th, 2010 in the building of the Council of Europe was held the Annual Congress of the National Foster Care Association in France. Participants in the Congress were the social services, family assistants (foster parents), local authorities and others.

The Congress was marked by the extensive participation of representatives from France, Sweden, Belgium, Spain, Poland, Bulgaria and Great Britain. Participants from Bulgaria were Associate Professor Nelly Petrova-Dimitrova and Dr. Nadya Stoykova from the Social Activities and Practices Institute. The topic of the Congress was "Professionalization of the foster care". The participants in the Congress took a unified decision that an international network should be created to open the stage for discussions and exchange of practices.
